B.     Testing for use of steroids of all athletes participating in sports on behalf of St. Edmund School System will be paid by St. Edmund Booster Club, unless the student tests positive.  The cost of the student's second and/or third positive test as set forth in Part IV, subparts B and C, will be submitted to the student's parents or guardian for payment.

III. Implementation

                  A.     Testing will be performed by an independent agency.

                  B.     Steps will be taken to confirm any positive results.

                  C.     Results of testing will remain confidential and will be reported

to a pre-assigned Medical Review Officer.

                  D.     Parents will receive positive test results.  Administration will only be notified as outlined in

Procedure for Positive Results.  (See Procedure IV, subpart A for clarification.)

                  E.     Students testing positive will be subject to procedures set forth in Part IV.

                  F.     Faculty, administration, auxiliary staff, school board members, and volunteer members

testing positive will be reported to the School Board President.

IV. Procedure for Positive Results

In an ongoing effort to work with students who have a positive test for illegal drugs, chemical substances, or the use of steroids, the following procedures will be followed:

A. First Positive

An assessment/evaluation of student and parent to be administered within one (1) week of notification.  This may be done through a licensed chemical dependency unit or licensed professional.

The testing agency will notify the School Board President.  If unable to do so, then the agency will notify either the Principal or Assistant Principal.  Once the representative of St. Edmund School is notified and the test is confirmed as positive, the person notified will contact the parents of the student to report the positive finding and recommend that they seek counseling for the student.

The testing agency/medical review officer will monitor students who have positive test results to insure that the assessment/evaluation takes place within the stated time.  The administration will be notified only if the student does not fulfill this requirement.

A positive test for use of steroids of an athlete will result in the following action:

        i.     The athlete will continue to practice in that sport but will be subject to an immediate 40%

suspension from the season from the date of the positive test.  The 40% suspension will run

consecutive into the next athletic event.

ii.     The athlete not be allowed to dress out or wear any part of his/her game uniform on game

                day.

iii.    The athlete may not travel as a member of St. Edmund School team.

iv.    The athlete must undergo a second positive test for use of steroids on or about 100 days

                from the positive testing.

B. Second Positive

A student will normally be required to enter and successfully complete an inpatient or outpatient substance abuse program.  At the time of a second positive result, the testing agent will notify the Administration, who must approve the program entered by the student.

Upon satisfactory completion of the program, the Administration will use documented assessments, past student records, and student/family attitude and cooperation to determine continuance at St. Edmund School.

Parents/students must be aware that failure to comply with assessment and/or program requirements may necessitate denial of participation in student activities (graduation, ring ceremony, clubs, athletics, or any other related activity) or expulsion.

If the athlete tests positive for use of steroids a second time, then the athlete may not participate in St. Edmund School athletics for the remainders of the year.

C. Third Positive

       EXPULSION

V. PURPOSE

The purpose of this program is to document problems, ascertain risk, and help our students through these troubled times.  Parent input will also be strongly advised.
